Tabel berikut menyajikan sebuah hirarki, dan oleh karena itu agak cacat, melihat tokoh utama dalam gerakan Al-Qaeda. Harus dicatat bahwa Al-Qaeda terbaik digambarkan sebagai jaringan dari jaringan dan bahwa hal itu tidak diatur sebagai sebuah hirarki tradisional. Struktur tingkat dimaksudkan sebagai pedoman untuk membedakan tingkat kewenangan yang dicurigai militan berbeda. Peran khusus yang tercantum untuk setiap militan adalah apa yang dicurigai berdasarkan kecerdasan open source yang tersedia.
